The Don Honorio Ventura State University, through the initiative of the Administrative Services Office (ADMINSO), has granted the first Most Courteous Employee Award to one of its security personnel, Mr. Norberto S. Bonifacio, on November 27 at the Administration Building Lobby.

The recognition comes shortly after an anonymous Honorian lauded Bonifacio’s amiable attitude through a social media post, which went viral after hundreds of DHVSU students, faculty and employees expressed the same sentiment through comments and reactions.

The ADMINSO, headed by Dir. Anna C. Dayrit, got wind of the viral post and, by further verification through feedback from the DHVSU community, decided to make Bonifacio the first recipient of the award. “We will be giving out this recognition once every month to deserving employees,” said Dir. Dayrit, who assured that the awarding body follows criteria and standards established under the Civil Service Commission’s Memorandum Circular No. 15 s. 1990 or the Courtesy Campaign Program in the Civil Service, also known as the “Ang Magalang, Bow!”

Mang Bert, as he is fondly called by many, is assigned at the University’s Gate 2 near the College of Education building. During the awarding ceremony graced by President Enrique G. Baking and members of the DHVSU Administrative Council, a beaming Mang Bert, surprised that he was going to be awarded, expressed gratitude and pledged to double his efforts in greeting people coming through his station.

Viral fanfare aside, the said honor is in compliance with the government’s PRIME-HRM Maturity Level II under Rewards and Recognition, which requires an agency to have a planned and on-the-spot incentive recognition (both monetary and otherwise) for innovative ideas and exemplary behavior exhibited by its employees. In addition to this, Executive Order 292 (Book V, Rule X) states that agencies are encouraged to give recognition to the Most Courteous Employee and the Most Prompt Employee in order to create an atmosphere of promptness and courtesy in the government at all times.
