DHVSU's mandate, as outlined in RA 11169 Section 3, includes offering technical-vocational, undergraduate, and graduate programs to meet the educational needs of the provinces of Pampanga and Region III. The Universal Access to Quality Education Act (RA 10931) aims to provide underprivileged Filipino students with the opportunity to obtain a college degree.
With the efforts of the local government of Apalit, led by Mayor Oscar Tetangco Jr., Vice Mayor Peter Nucom, and the Sangguniang Bayan ng Apalit, a Memorandum of Agreement was signed to establish a satellite campus in Apalit, Pampanga. This initiative was approved through the DHVSU Board of Regents' Resolution Number 81A, Series of 2019, signed on August 23, 2019. Mayor Tetangco donated a 12,074-square- meter parcel of land in Barangay Sampaloc, Apalit, to serve as the site for the Apalit campus.
On August 24, 2022, DHVSU Apalit was blessed and inaugurated, with its first academic building, Academic Building 1, standing as the first structure to serve Apaliteño learners. The dedication and blessing ceremony of the Okada Building (Academic Building 2) took place on April 25, 2023, with officials from both the public and private sectors in attendance. The Okada Foundation, Inc., led by Board of Director President James G. Lorenzana, sponsored Academic Building 2 through the support of LGU Apalit, marking the first school facility funded by the foundation.
With ongoing support from school leaders and Apalit officials, DHVSU Apalit continues to expand. The campus now includes a newly built Multi-Purpose Hall and Administration Building, while the construction of the Covered Court is underway to enhance the campus facilities. Furthermore, the construction of Academic Building 3 is currently in progress, which will significantly increase DHVSU Apalit's capacity, allowing the institution to accommodate more students. With this expansion, there is also the potential to introduce new academic programs to further meet the needs and aspirations of the student population.
In recognition of its commitment to academic excellence, DHVSU Apalit received a Certificate of Program Compliance (COPC) from the Commission on Higher Education (CHED) on November 13, 2023. This certificate signifies that the degree programs offered at DHVSU Apalit meet CHED’s rigorous standards, policies, and guidelines. Furthermore, in November 2024, the university was visited by CHED's ISO team for an evaluation. DHVSU Apalit successfully met their standards, further affirming the institution’s dedication to maintaining high-quality educational practices.
