The Don Honorio Ventura State University (DHVSU) Candaba Campus was established on September 2, 2019 as part of the university's vision to extend accessible quality education to communities in Pampanga. This initiative was made possible under the leadership of Honorable Governor Dennis Pineda, Honorable Mayor Rene E. Maglanque, and DHVSU President Dr. Enrique G. Baking, during a challenging time marked by the COVID-19 pandemic.

The campus was officially inaugurated on September 8, 2020, in a ceremony graced by Congressman Rimpy Bondoc, Mayor Rene E. Maglanque, Vice Mayor Michael Sagum, and the Sangguniang Bayan ng Candaba. Joining them were Dr. Jessie D. Manapsal, the first Campus Director, members of the DHVSU Administrative Council, and representatives of the Pampanga Provincial Government, whose unwavering support was instrumental in establishing the campus.

Amid the global health crisis, DHVSU Candaba Campus commenced its academic operations on October 5, 2020, through fully online classes. The campus initially enrolled 679 pioneering students, offering undergraduate programs such as:
• Bachelor of Secondary Education, Major in English & Filipino
