Don Honorio Ventura State University (DHVSU) has continually contributed to the advancement of higher education in the region through strategic expansions and collaborative efforts. A significant milestone in this journey was the establishment of the DHVSU City of San Fernando Annex Campus located at Purok 5 Brgy. Malino, City of San Fernando, Pampanga, a partnership between the university and Senior Deputy Speaker Aurelio Gonzales Jr. This collaboration aimed to provide access to quality higher education in key fields.

The campus opened its gates in August 2024 initially offering the courses: Bachelor of Science in Business Administration major in Marketing Management; Bachelor of Science in Tourism Management; and Bachelor of Public Administration. These programs are designed to cater to the growing needs of students seeking careers in business, tourism, and public service, all of which are pivotal sectors in the region.

The realization of the campus was made possible through the generosity of the Gonzales family, with funding provided by A.D. Gonzales Jr. Construction & Trading Co. Inc. This support ensured the construction and operation of the campus, formalized through a Memorandum of Agreement (MOA) signed between the Gonzales family and DHVSU under the leadership of Dr. Enrique G. Baking. The MOA was approved by the DHVSU Board of Regents, reinforcing the commitment to offering quality higher education opportunities in the City of San Fernando.

Initially, the leadership of the campus was entrusted to Atty. Robert David C. Aquino, PhD, CSEE, LLM, a distinguished academician and legal professional who served as the founding Director of the campus. Atty. Aquino was also the Dean of the School of Law, University Legal Counsel, and University Board Secretary, playing a crucial role in the university's governance and legal affairs. Under his stewardship, the campus began its operations, aligning with DHVSU's mission of promoting academic excellence and serving the community. Unfortunately, Atty. Aquino's untimely passing in mid-2024 left a significant void. In his absence, Dr. Enrique G. Baking, the University President, assumed the role of Officer-in-Charge (OIC) Director of the campus, continuing its operations and ensuring its development.

Presently, the DHVSU City of San Fernando Annex Campus is led by its former Assistant Director, Dr. Maria Anna David-Cruz. Dr. David-Cruz has focused on further intensifying the campus’ academic offerings and expanding its physical infrastructure. Under her leadership, the campus is on the verge of securing the

Certificate of Program Compliance (COPC) for its degree programs, which will enhance the quality and recognition of the education it provides. Additionally, the campus is undergoing further infrastructure developments to accommodate the expected increase in the number of students and to support the introduction of new academic programs. These efforts reflect the university's ongoing commitment to providing a comprehensive and dynamic learning environment, meeting the evolving needs of students and the community.

The continuous growth of the DHVSU City of San Fernando Annex Campus is a testament to the university's vision for academic excellence and its ability to respond to the changing demands of the educational landscape.
