Pursuant to CHED Memorandum Order No. 01 Series of 2015, Don Honorio Ventura State University – Gender and Development Focal Point System (DHVSU-GFPS) is mandated to establish policies and guidelines on Gender and Development. The University GAD Agenda shall serve as the university's strategic framework and plan on gender mainstreaming and achieving women's empowerment and gender equality.

Hence, DHVSU GFPS is committed to:

  1. Develop GAD related policies anchored on Sustainable Development 5 (Gender Equality) and SDG 10 (Reduced Inequalities) which may serve as basis to university GAD programs, projects and activities.
  2. Become a gender transformative model university in the country that develops globally competent individuals and to create an inclusive, safe, empowering and just environment towards holistic development of responsive individuals through quality instruction, viable research, sustainable extension, demand- driven production, accessible student services, good governance and prudent management of resources.
  3. Conduct Gender and Development related programs, activities, and projects and monitor the GAD PAPs of each college, campus, department and unit thru different GAD tools (i.e., HGDG, GMEF etc.)
  4. Support different Philippine Commission on Women and Regional GAD Council endorsed activities thru active partnership and participation.
  5. Provide GAD technical assistance to partner/other agencies thru collaboration and other means of laying a strong foundation of advocating gender equality and empowerment to all.
  6. Consolidate all the "direct and attribution" reports of the university including all colleges, campuses, departments and units thru the University's GAD Responsibility Center and submit them to the office concern.
  7. Prepare and Submit of Gender and Development Plans and Budget & Gender and Development Accomplishment Reports through Gender Mainstreaming Monitoring System.
  8. Perform other relevant functions mandated by the Philippine Commission on Women (PCW), Commission on Higher Education (CHED), Regional Gender and Development Council (RGADC), the university and other related government agencies.
