The Property and Supply Management Office predominantly has an office mandate in the procurement-verification of stock availability, inspection, issuance, accounting and managing all Property, Plant and Equipment’s (PPEs), semi-expendable property, inventories of DHVSU, services and other deliverables of the university.

The PSMO is headed by a Director who is one of the Supervising Administrative Officer of the University and is directly under the Vice President for Administration and Finance (VPAF).

The Director of PSMO is a member of the Administrative Council, Inventory Committee, Disposal Committee and Records Management and Improvement Committee.

Specifically, the Director of the PSMO shall;

a. Exercise direct supervision and control over the following units;

    1. Property and Supply Unit
          •  Receiving Section
          • Warehousing & Releasing Section
    2. Maintenance Section
    3. Disposal Section
    4. Inventory Section
    5. Regular Campuses Property and Supply Unit

b. Update and maintain, together with the Procurement Management Office (PMO); Office of Physical Plant and Facilities (OPPF); Office of Auxiliary Services (OAS) and Sports Development Office (SDO), the Property and Supply Management Manual of Operations (PSMMO) of the University;

c. Prepare the Project Procurement Management Plan (PPMP) and Office Performance Commitment (OPC) and Office Performance Commitment and Review (OPCR) of the PSMO;

d. Implement policies governing the smooth operation of all the units under PSMO;

e. Issue administrative memoranda necessary for the efficient and effective property and supply management of the university in consonance with pertinent laws, rules, and regulations issued by various government agencies such as COA, DBM, and others;

f. Participate in policy formulation and/or revision, and provide relevant information or data during deliberations;

g. Monitor the compliance of all PSMO personnel to the requirements of ISO 9001- 2015 Quality Management System;

h. Exercise disciplinary powers over all the personnel under PSMO

I. Recommend to the VPAF programs and projects that will ensure the sustain and prudent management of resources specifically on property and supply management pursuant to pertinent laws.

j. Perform other tasks as may be assigned by higher authorities.
