The Administrative Services Office shall be headed by a Director who is one of the Chief Administrative Officers of the University. The Director of ADMINSO is the Chairperson of the Human Resource Merit Promotion and Selection Board (HRMPSB) for first and second level positions. He/she is a member of the Administrative Council, the Property Disposal Committee, the Performance Management Team (PMT), the Complaints Grievance Committee (CGC) and the Program on Awards and Incentives for Service Excellence (PRAISE) Committee.
Functions, duties, and responsibilities
- Exercise direct supervision and control over the following units;
- Human Resource Management Unit (HRMU)
- Compensation and Other Benefits Unit (COBU)
- Records Management Unit (RMU)
- Transportation Services Unit (TSU)
- Civil Security Unit (CSU)
- Energy Efficiency and Conservation Unit (EECU)
- Update and maintain the Administrative Manual of Operations (AMO) of the University;
- Prepare the Project Procurement Management Plan (PPMP) and Office Performance Commitment (OPC) and Office Performance Commitment and Review (OPCR) of the AdminSO;
- Implement policies governing the smooth operation of all the units under AdminSO;
- Issue administrative memoranda necessary for the efficient and effective administration of offices in consonance with pertinent laws, rules, and regulations issued by various government agencies such as CSC, DBM, COA, and others;
- Participate in policy formulation and/or revision, and provide relevant information or data during deliberations;
- Provide a system of evaluating the performance of all personnel including the administrative programs and processes of DHVSU;
- Monitor the compliance of all ADMINSO personnel to the requirements of ISO 9001-2015 Quality Management System;
- Exercise disciplinary powers over all the personnel under ADMINSO:
- Recommend to the VPAF programs and projects that will promote and ensure the general welfare and safety of DHVSU employees pursuant to pertinent laws;
- Recommend to the VPAF energy efficiency and conservation measures; and
- Perform other tasks as may be assigned by higher authorities.
