Overview of the office

The designation of the Vice President for Administration and Finance is confirmed by the DHVSU Board of Regents upon the recommendation of a duly constituted Search Committee and endorsement from the University President.

The Vice President for Administration and Finance supervises the Director of Administrative Services, the Director of Auxiliary Services, the Director of Financial Management Services, the Director of Property and Supply Management, and the Director of Occupational Safety and Health. The VPAF manages the administrative, financial, and auxiliary services of the University; supervises all the administrative, financial, and support-related services of the institution; ensures accurate, complete, and timely submission of required documents to the Department of Budget and Management, Civil Service Commission, Commission on Audit, National Economic Development Authority, and other government agencies; guarantees compliance with approved ISO processes; ensures adherence to applicable laws, regulations, circulars, and other official issuances; assesses and recommends OPCRs and IPCRs in the VPAF cluster; reviews and recommends budgetary allocations; recommends non- teaching personnel for appointment; represents the President in administrative and financial concerns; coordinates with other Vice-Presidents on areas requiring attention; chairs the Human Resource Merit, Promotion and Selection Board and the University Disposal Committee; as well as performs other duties, responsibilities, and functions as may be delegated by the University President.

Through the combined efforts of the VPAF cluster, the University shall continue to adhere to the highest standards of public service, transparency in governance, and the prudent and lawful spending of government funds and allocations.
