“People excellence for service excellence. Kung hindi maayos ‘yung internal paano tayo makakapag-provide ng excellent service sa ating mga kababayan?”
In a remark delivered during the awarding of the Certificate of Recognition for Maturity Level 2 (Enhanced Indicators) in the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) system of Don Honorio Ventura State University (DHVSU) on March 19, 2025, Dyna Marie D. Quimson, Director II of the Civil Service Commission – Field Office III (CSC-FO3), commended the improvements observed in the University’s practices and system.
“Ang laki na po ng improvement [ng DHVSU] in terms of the implementation of PRIME HRM. Hindi na kagaya dati na doon tayo sa Level 1 na transactional ngayon computer-based na,” said Quimson.
She further lauded DHVSU for rising to the challenge of implementing the PRIME-HRM within the institution and fully embracing its mechanisms.
The award reflects DHVSU’s determination and unwavering efforts in transforming its HRM system and enhancing the competency of its people, achieving excellence in good governance and ensuring the efficient and effective delivery of public service.
“Nagpapasalamat po kami from the DHVSU community. We thank you [CSC], of course the entire field office, for granting us PRIME-HRM Maturity Level 2,” said Dr. Enrique G. Baking, DHVSU president, in his welcome message.
Dr. Baking also expressed his gratitude for the kindness, generosity, and assistance that CSC-FO3 extended to DHVSU in achieving the PRIME-HRM Maturity Level 2 Award.
Accepting the award alongside Dr. Baking were Dr. Dolores T. Quiambao, Vice President for Student Affairs and Services; Engr. Reden M. Hernandez, Executive Vice President; Anna C. Dayrit, Administrative Services Office (AdminSO) Director; Dr. Eddiebal Layco, Planning and Development Office Director; and Debbie Ann N. Barrera, Head of the Human Resource Management Unit.
Meanwhile, CSC-FO3 was represented by Director Quimson, along with Glenda O. Petil, Senior Human Resource Specialist, and Joanna Marie F. Alfonso, Administrative Assistant.
