To enhance the research and technical skills of the Department of Social Welfare and Development Field Office III (DSWD FO III) personnel, Don Honorio Ventura State University, through its College of Social Sciences and Philosophy (CSSP) and Extension Services Office (ESO), launched the CSSP RCP: Research Capacity Program for DSWD, held at DSWD FO III in Maimpis, City of San Fernando, Pampanga, last December 10, 2024.

Under the signed Memorandum of Agreement, DHVSU will spearhead research-related activities, provide expert personnel such as facilitators and proofreaders, and ensure compliance with data privacy laws during program implementation.

This partnership accentuates the shared vision of DHVSU and DSWD FO III to convey holistic development and community engagement through research, capacity building, and addressing pressing societal challenges.

Prior to the agreement signing, Dr. Eddiebal Layco, Director of Planning and Development Office, served as a resource speaker for DSWD FO III during the writeshop and process of establishing its Regional Research and Evaluation Agenda for 2025-2028, held last September and October 2024.

Present on behalf of Dr. Enrique G. Baking, DHVSU President, during the agreement signing were Engr. Rhoderick Favorito, ESO Director; Dr. Nelly Pilao, CSSP Dean; along with the CSSP RCP team led by Regine Grace G. Gutierrez, Project Leader; and Ma. Erika Joy Villar, Lead Coordinator and Assistant Project Leader; along with select CSSP faculty and staff.

On the other hand, DSWD FO II was represented by Regional Director Venus Rebuldela; OIC- Division Chief of Innovations Division Czar Cornelius David; OIC-Division Chief of Policy and Plans Division Vilma Serrano; and Section Head of Policy Development and Planning Section Paul Jessie P. Cruz.
