
Marking another institutional collaboration, Pampanga State University (Pampanga State U), through its Extension Services Office (ESO) and Library Services Office (LSO), forged a dual Memorandum of Agreement (MOA) signing with Guagua Community College (GCC) on December 22, 2025.
The agreements formalize the implementation of two major initiatives: Project KUYA (Kaagapay para sa Unlad ng Yaman at Akademya) and an Inter-University Library Partnership.
Under Project KUYA, Pampanga State U will provide GCC with institutional support by offering review classes and academic enhancement programs to qualified GCC graduates.
The university will also provide technical assistance for GCC’s extension strategic plan and deploy Pampanga State U Architecture students to assist in preparing a comprehensive land-use development plan for the GCC campus.
Simultaneously, the Inter-University Library Partnership enables shared access to facilities and collections while launching joint seminars, workshops, and Continuing Professional Development (CPD) programs for library personnel.
Both institutions have also committed to collaborative research programs and shared academic ventures to benefit their respective campuses.
Representing Pampanga State U during the ceremonial signing were Engr. Rhoderick M. Favorito, ESO Director, and ESO center managers Dr. Dean B. Lapuz, Eloisa G. Mendoza, and Ferdelyn M. Coutinho; and Suzette Macaspac, Director of LSO.
The GCC delegation was led by Hon. Anthony Joseph S. Torres, Municipal Mayor; Alan P. Mendoza, GCC OIC-President; and Danillee Ester Beatriz G. Bansil, GCC Librarian.
The collaboration emphasizes the commitment of both institutions to enhancing the quality of education and community service in the region through shared expertise and resources.
