
To strengthen the functional and financial literacy of barangay officials, the Municipality of Guagua, Pampanga (MOG) signed a partnership agreement with Pampanga State University (Pampanga State U) at the Guagua Community College in Guagua, Pampanga, on December 22, 2025.
The project is titled Project Cassanga: Capacity Advancement for Sustained and Nurtured Governance through Grassroots in Action, which aims to enhance the governance capabilities and environmental awareness of barangay officials in functional and financial literacy.
Project Casangga, effective for one year, also includes the empowerment of participants to design and implement responsive, eco-conscious programs and fosters a culture of accountability, sustainability, and continuous learning in local governance and ecological stewardship.
Pampanga State U, through the Extension Services Office (ESO), College of Arts and Sciences (CAS), and College of Business Studies, shall serve as the project team for the implementation of activities covered by the partnership.
Present during the ceremonial signing as Pampanga State U representatives are Engr. Rhoderick Favorito, ESO Director, along with ESO center managers Dr. Dean B. Lapuz, Eloisa G. Mendoza, and Ferdelyn M. Coutinho; Dr. Adonis David, CAS Dean; and Leila Cortez, Project Leader.
Meanwhile, MOG was represented by Hon. Anthony Joseph Torres, Municipal Mayor; Hon. Michael Capuno, Captain of Barangay Maquiapo; and Hon. Freddie Patawaran, Captain of Barangay Pulungmasle.
