To help build safer and healthier communities, Pampanga State University (Pampanga State U) forged a partnership with the Department of Education – Apalit District (DepEd Apalit) to implement Project PROTECT: Preparedness and Response Optimization through Education, Coordination, and Training, through a Memorandum of Agreement (MOA) signing held at the DepEd Apalit District Office in Apalit, Pampanga on October 10, 2025.
Project PROTECT will be led by the Pampanga State University – Apalit Campus (PAC), Occupational Safety and Health Office (OSHO), College of Arts and Sciences (CAS), and Extension Services Office (ESO).
The Memorandum of Agreement (MOA) was signed by Dr. Enrique Baking, University President, and Dr. Marlene Manansala, DepEd Apalit District Supervisor, to formalize the partnership.
Under the agreement, the University will deploy a multidisciplinary team of experts to conduct capacity-building seminars, safety planning, response drills, infrastructure support, and community engagement activities.
Pampanga State University was represented by Rhiziel Manalese, OSHO director and project leader; Eloisa Mendoza, one of the ESO center managers; and Ivan Liwanag and Aaron Dela Cruz, project facilitators.
