Continuing its efforts to promote a safe and inclusive academic and work environment, Pampanga State University (Pampanga State U) organized a seminar on Republic Act No. 11313, also known as the Safe Spaces Act or “Bawal Bastos Law,” for its employees, held at the Dr. Ernesto T. Nicdao Sports Center on August 1, 2025.
A comprehensive discussion of the law was led by Assistant Solicitor General Justice James L. Cundangan, who served as the resource speaker for the seminar by giving a discussion on the distinction between unintentional and malicious acts covered by the law, as well as the possible sanctions for each.
“Under the law, the distinction between unintentional and malicious acts lies in the penalty. If it’s unintentional, the sanction is suspension; if it’s malicious, it’s dismissal,” said Cundangan.
He also encouraged employees to speak up to protect their rights against any form of harassment.
“Bad people are flourishing because good people are not doing anything about it. This is the reason I’m here—to empower faculty, non-teaching staff, and hopefully even students to speak up. This is the essence of this seminar,” he added.
Meanwhile, Dr. Enrique G. Baking reaffirmed the university’s commitment to a safe and inclusive campus in line with the Safe Spaces Act through his opening message.
“Let us take this opportunity to listen, to learn, and to lead by example. Let us reaffirm our collective commitment to uphold the values of respect, equality, and justice within our university and beyond its walls. I am confident that each of us will emerge from this seminar better informed, more aware, and more determined to make a difference,” said Dr. Baking.
The event was attended by both teaching and non-teaching personnel from all campuses of the university.
Also present at the event, along with President Baking, were members of the top management, including Engr. Reden M. Hernandez, Executive Vice President; Dr. Ranie B. Canlas, Vice President for Research, Innovation, Training, and Extension Services; and Dr. Dolores T. Quiambao, Vice President for Student Affairs and Services.
