Reaffirming its commitment to becoming a more inclusive and gender-responsive institution, Pampanga State University (Pampanga State U) through its Gender and Development Focal Point System (GFPS) Office, conducted a Gender Mainstreaming Evaluation Framework (GMEF) Seminar at the University Hostel on March 13, 2026.

The training aimed to equip coordinators from various colleges and campuses with the necessary tools to better assess and integrate gender-responsive programs, policies, and initiatives across the university system.

In her opening remarks, Dr. Dolores T. Quiambao, Vice President for Student Affairs and Services and GFPS Director, highlighted the importance of compliance while challenging the participants to look beyond the surface-level requirements of their roles.

“We are complying because of a certain commitment. Ang commitment po natin, in our very simple way, we want to stop violence. It's not about the color, it's not about the signature, it's not about the picture taking. Mas malalim po kung bakit po kayo ang napili,” Dr. Quiambao remarked.

Following the opening message, the technical session was led by Pent Elyria Dawn V. Liongson, a member of the Philippine Commission on Women (PCW) National GAD Resource Pool.

He engaged the participants in a discussion on gender mainstreaming and its four entry points, placing a heavy emphasis on the “Policy” component of the presentation.

“Ang policy ang nag-i-institutionalize. Sa policy naka-indicate kung papaano popondohan, papaano i-o-operationalize, at kung papaano i-me-mainstream; kaya yung policy ay in touch din sa all other entry points,” Liongson explained.

Spearheaded by the GFPS office, the event was actively participated by GAD coordinators across different colleges, offices and campuses, alongside members of the Administrative Council.
