The Commission on Population and Development (CPD) tapped Pampanga State University (Pampanga State U) as its official partner in addressing the rising number of teenage pregnancies, particularly in the province of Pampanga and the Central Luzon region.
The partnership was sealed through a Memorandum of Agreement signing ceremony held at the University Board Room on September 11, 2025.
The agreement includes the conduct of orientations for students and adolescents through the National Service Training Program (NSTP) classes, raising their awareness of the consequences of early pregnancies.
“We feel the need for collaboration with higher education institutions (HEIs) like the State Universities and Colleges (SUCs) dahil nakita namin na napaka-strategic ng ating NSTP to multiply us—the people who can reach out and give awareness to our adolescents and parents as well,” CPD Region 3 Director Lourdes P. Nacionales stated.
Nacionales also emphasized the CPD’s commitment to capacitate those who will lead the activity of reaching out to and educating young people on the social issue.
“We are very concerned about addressing the increasing cases of teen pregnancies. Central Luzon ranks second in the Philippines sa estado ng pagdami ng pagkabuntis at panganganak sa edad na 10 hanggang 19. Dito naman sa Central Luzon, Pampanga also ranks second,” she shared.
Pampanga State U will be the first SUC in the region to implement the activity, while the pilot testing of this partnership began at Mabalacat City College during the COVID-19 pandemic.
“Thank you for considering us as your potential partner. Nakaka-excite ang ating MOA signing dahil maraming kwento behind this, but everything was put together because of good intentions. We are very excited, and at the same time, we look forward to our meaningful engagement,” said Dr. Dolores T. Quiambao, Vice President for Student Affairs and Services.
Dr. Quiambao also highlighted that it is not enough to be mere observers or simply teach and share information; what is more important is to be part of the solution, not part of the problem.
Alongside Dr. Quiambao, the University was also represented by Atty. Bryan Puerto, university legal counsel; and Arch. Alvin Abata, director of NSTP.
