03072025 SOL BJMP MOA

To provide free legal aid services to Persons Deprived of Liberty (PDLs) under BJMP custody while promoting access to justice and upholding their rights, Bureau of Jail Management and Penology Regional Office III (BJMPRO-III), and the  Don Honorio Ventura State University (DHVSU), through its School of Law (SOL), formalized their partnership in a ceremony held at the DHVSU Bacolor Campus on March 4, 2025.

The Memorandum of Agreement (MOA) also includes the enhancement of practical legal education and training for law students by immersing them in consultations, representation, and assistance in preparing legal documents for PDLs.

“Our MOA signing with the BJMP in a while, is very instrumental in navigating one of the goals of DHVSU which is to ensure the impact of the university's efforts and initiatives to the community. I am confident that together, we can do more,” Dr. Enrique G. Baking, DHVSU President, said in his message.

Dr. Baking added that DHVSU believes in the power of partnerships and collaborations, emphasizing that while the university can implement programs, projects, and activities effectively, they can be done better—or even best—when shared with a partner.

Also present during the event as DHVSU representatives were Atty. Regina S. Salonga, OIC-Dean of SOL; Dr. Jayson Magat, OIC-Director of the Data Privacy Office; and Atty. Bryan G. Puerto, University Legal Counsel.

Meanwhile, the BJMPRO-III team was represented by JCSupt. Paulino H. Moreno Jr., Regional Director, and JSINSP Kelvin Roy L. Domingo, Chief of the Legal Section.
