The College of Education, formerly known as the Institute of Industrial Teacher Education, began offering courses in 1957. The College was granted recognition for the Bachelor of Science in Industrial Education (BSIE) program in 1965 and subsequently offered the program Bachelor of Science in Industrial Education, major in Shop Work, Industrial Arts, and Mathematics, in 1966. The first batch of BSIE graduates received their degrees in April 1969.

On May 13, 1978, Don Honorio Ventura Memorial School of Arts and Trades (DHVMSAT) was converted into a state college. On the same date, Dr. Wenceslao M. Santos was designated as the head of Academic Instruction, while Mr. Mariano P. Cadiang was assigned as the head of Shop Instruction.

In 1989, the BSIE program was replaced by the Bachelor of Secondary Education (BSED) curriculum, major in Home Economics and Technology, through CHED Order BR# 9, s. 1989. However, due to the increasing demand for Industrial Education teachers in the province, the College re-offered BSIE and BSIT, major in Shop Technology, in 1992, in accordance with CHED Order BR# 14, s. 1992.

The Bachelor of Elementary Education (BEEd), major in Edukasyong Pantahanan at Pangkabuhayan (EPP), was introduced in 2002, the same year Dr. Laurencita N. Villanueva retired after serving as Dean of the College for 13 years. Dr. Adoracion C. Rubio served as the concurrent Dean of the Institute from May 2002 until September 11, 2002. Dr. Laura Miriam B. Buenviaje acted as Officer-in-Charge of the Institute from September 12, 2002, to April 14, 2003. During the College's reorganization on April 15, 2003, Dr. Esperanza F. Salinas became the Dean of the College, with Prof. Juliana M. Salalila and Dr. Alegria C. Rivera serving as chairpersons for Academic Instruction and Shop Instruction, respectively.

In response to recommendations from accreditors during their visit on October 5, 2007, the Institute of Industrial Teacher Education was renamed the Institute of Teacher Education. The first batch of Bachelor of Elementary Education (BEEd), major in General Education, graduated in 2009.

To address the need for mathematically and linguistically proficient teachers, the College offered the Bachelor of Secondary Education (BSED), major in Mathematics, in 2003. This was followed by the introduction of BSED, major in English and Filipino, in 2009. Additionally, the Bachelor of Elementary Education (BEEd), major in Preschool Education, was launched in 2010.

As proof of its commitment to quality education, the College was granted Level II accreditation status for its BSIE (now Bachelor of Technical Teacher Education (BTTE)) and BSED programs on October 16, 2011, by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. The BEEd program was awarded Level I accreditation status by the same agency on March 1, 2013.

About the suggestion of the accreditors during their visit on October 5, 2007, it was the change of the nomenclature from Institute of Industrial Teacher Education to Institute of Teacher Education, until becoming the College of Education in 2009 timely to the institution achievement of a university status.

In connection with the University’s vision, mission, and objectives that is to produce equally competent and highly-skilled graduates, the College of Education consistently reviewed, revised, improved, and updated its offerings under the leadership of Dr. Alegria C. Rivera until her retirement in 2013. Dr. Rivera was then preceded by Prof. Juliana M. Salalila who served as the transitory officer-in-charge (OIC) of the College until Dr. Dolores T. Quiambao took over the deanship in 2014, with Dr. Vicky P. Vital as the assistant dean. In the same year, the College introduced the Bachelor of Physical Education major in School Physical Education (BPE-SPE), replacing the Bachelor of Secondary Education major in Music, Arts, Physical Education, and Health (BSED-MAPEH), in accordance with CHED Memorandum Order No. 23, series of 2011. The pioneer batch of the BPE-SPE program graduated in 2018. It was during Dr. Quiambao's time that the Bachelor of Secondary Education and Bachelor of Technical Teacher Education were granted Level III accreditation by the AACCUP as well as the prestigious Center of Development accolade which was conferred by the Commission on Higher Education by virtue of CHED Memorandum Order Number 17, series of 2016 issued on March 22 of the same year.

The College of Education continuously remained true to its pledge of academic excellence as it was granted the Level IV Phase 1 accreditation status under the leadership of Dr. Riza B. Lintag from 2017 up to the present. The College is currently vying for the final Level Phase 2 accreditation and its quest to become a Center of Excellence in the near future.

With the transition to the K-12 system in 2013, CHED issued several memoranda for revitalized teacher education curricula aligned with reforms in basic education in 2017. This resulted in the adoption of straight baccalaureate programs, including Bachelor of Technology and Livelihood Education (BTLEd) (formerly BSED-TLE), Bachelor of Technical-Vocational Teacher Education (BTVTEd) (formerly BTTE), Bachelor of Early Childhood Education (BECEd) (formerly BEEd, major in Preschool Education), and Bachelor of Physical Education (BPEd) (formerly BPE-SPE and BSED- MAPEH).

In 2024, the College obtained certificates of program compliance for two new undergraduate programs: Bachelor of Culture and Arts Education (BCAEd) and Bachelor of Science in Exercise and Sports Sciences (BSESS), with majors in Fitness and Sports Coaching (FSC) and Fitness and Sports Management (FSM), with the latter being designed to be multi-pathways and ladderized.
